Cons: Not very sharp, partularly towards frame edges, but useful where images are going to be scaled down for internet use. Best used on an APS-C body, where the sensor 'sees' the best central section of the image projected by the lens.
Pros: 1. Light weight, and best suited for images that are going to be re-sized (down) for internet use. Post processing (sharpening) is usually not even needed after re-sizing. 2. Cheap. I got two, one with a film body for less than $30 and one for free. 3. Accurate focal length markings. The EXIF data confirms this. 4. AF is fairly fast and accurate. 5. Probably a nice starter lens for beginners, since one is not placing a huge amount of money in the hands of an inexperienced user.
Summary: While some might try and sell this lens, some will willingly give it away. Optical quality is not the best, but when used on an APS-C body, it does fairly well for itself. As mentioned, this lens is best suited where the images are going to be scaled down for internet use.
